📝 Overview & Benefits

Reimbursement shall be restricted to ₹7,000/- per Goan employee per month.

The total subsidy for Micro, Small, Medium enterprises and eco-tourism projects shall not exceed ₹25,00,000/- per annum, on a pro rata basis depending on the date of production.

The total subsidy for Large enterprises shall not exceed ₹50,00,000/- per annum, on a pro rata basis depending on the date of production.

Subsidy is calculated based on the ratio of percentage of Goan employment, which provides a proportional increase from 60% benefit for 60% Goan employees, up to 100% benefit for 80% and above Goan employees.

Benefit Disbursal

For Micro, Small, Medium enterprises and eco-tourism projects, the total wages paid to Goan employees shall be restricted to 50% before applying the reimbursement ratio.

For Large enterprises, the total wages paid to Goan employees shall be restricted to 25% before applying the reimbursement ratio.

The benefits under this scheme are subject to budgetary allocation.

The period of grant of subsidy shall not exceed seven years.

Conditions

The enterprise must allow and/or grant free access to any official authorized by the Directorate of Industries, Trade and Commerce for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilisation of the financial incentives/subsidies granted by the State Government.

The enterprise must submit all necessary reports, information, and documents specified under the scheme or as required or directed by the Directorate of Industries, Trade and Commerce (DITC) from time to time or as and when required.

✅ Eligibility Criteria

The applicant must be classified as a Micro, Small, Medium, or Large manufacturing industry.

The applicant must be listed under the white category, green category, or orange category.

The applicant must engage a minimum of 60% of Goan manpower on regular employment.

The applicant must ensure the employees counted for the percentage calculation are employed on the enterprise’s payroll continuously during the claim year.

The applicant must ensure the Goan employees considered for subsidy calculation are up to 60 years of age.

The applicant must ensure the Goan employees considered for subsidy calculation are paid a gross salary of more than ₹8,000/- per month.

The applicant must ensure that the relations defined under section 56 of the Income Tax Act, 1961, are not counted as employees for the purpose of this scheme.

The applicant must not have availed of the Chief Minister’s Rojgar Yojana (CMRY) Scheme or any other employment generation scheme of the Government of India or the Government of Goa.

The applicant must not be taking or have taken any benefit under any policy of the Department of Information Technology, Government of Goa.

The applicant must not have claimed similar benefit under any other scheme/program of the Government of Goa.

The applicant must submit the application for at least one claim to the Directorate of Industries, Trade and Commerce (DITC) during the scheme's validity (up to September 30, 2022).

Eligibility for Hinterland Eco-Tourism Projects

The applicant must be a project of Hinterland Eco tourism in lesser developed talukas.

The applicant must be registered with/recognised by the Department of Tourism/Goa Investment Promotion Board (IPB)/Town & Country Planning/Planning & Development Authority (PDA)/Eco Sensitive Zone Authority.

Offline

Step 1: The interested applicant should take a printout of the prescribed format of the application form.

Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).

Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Directorate of Industries, Trade and Commerce, Goa.

A Copy Of Payroll Of The Unit Highlighting The Number Of Total Employees, And Monthly Salaries Paid To Them In That Year.

A Statement Of Goan Employees Excluding Non-Eligible Goans And Monthly Salaries Paid To Them In That Year.

Documentary Evidence To Support That The Employees Are Goans As Specified In Clause (3) Above (E.g., Person Born In Goa, Or Person Having 10 Years Residence Certificate Issued By The Mamlatdar, Or Other Documents Indicating Residence In Goa Issued Prior To 10 Years Like Driving License, Ration Card, Election Photo Identity Card (EPIC), Passport).

A Copy Of Audited Balance Sheet Of The Unit For The Claim Year.

A Copy Of Goods And Services Tax (GST) Returns Filed By The Unit For The Claim Year.

Copies Of Employees’ State Insurance (ESI)/Provident Fund (PF) Returns (Wherever Applicable).

A Copy Of Partnership Deed, Memorandum Of Association/Articles Of Association, As The Case May Be.

Specific Documents for Hinterland Eco Tourism Applications

Certificate Of Registration Or Approval Issued By The Department Of Tourism/Coastal Regulation Zone (CRZ) Authority/Goa Investment Promotion Board (IPB)/Eco Sensitive Zone Authority Shall Be Submitted.

Mandatory Chartered Accountant (CA) Certificates

A Chartered Accountant Certificate Certifying The Amount Paid To The Goan Regular Employees Towards Salary During That Year.

A Certificate From Chartered Accountant Giving Details Of Salary Paid To The Employees Unit-Wise (In Case Of More Than One Unit Of Any Kind Of The Same Entity).

Certificate From Chartered Accountant Stating That No Claim From The Department Of Information Technology, Government Of Goa Has Been Made For Any Incentives.

A Certificate From Chartered Accountant Certifying That No Similar Benefit Has Been Claimed By The Applicant Under Any Other Scheme/Program Of Government Of Goa.
