Under the Mandi Act of Uttarakhand, farmers, agricultural labourers, and Mandi labourers working in Mandi areas regulated by the state, who are engaged in agricultural activities or the operation of agricultural equipment such as power equipment, digging or deepening wells and ponds for irrigation, using tractors for threshing or transporting produce, or performing other fieldwork are covered under the scheme operated by the Mandi Marketing Board through Mandi Committees. In case of physical injury or death resulting from an accident, the scheme provides them with compensation.

The applicant must be at least 18 years of age to be eligible to claim compensation.

For the above-mentioned accident, the affected farmer/laborer must report it to the local market committee or district officer as soon as possible, and in any case, within 45 days. Upon receiving the accident report, an investigation will be conducted by the individual or a market committee employee within a maximum of 15 days.

In the event of the death of the victim, in addition to their legal representative or heir, the claim form must be signed by two close relatives as witnesses for verification. If the claim application is verified by the village head or two members of the Panchayat, all entries, signatures, thumb impressions, or severed handprints must be certified or verified by the secretary, chairman, or administrator of the concerned market committee.

In the case of accidental death, a death certificate, postmortem report, or panchnama prepared by a doctor at the primary health center or district hospital must be submitted. In special circumstances, a panchnama for cremation must also be provided.

In the case of an accident, it is mandatory to attach a medical certificate, two color photographs (postcard size) of the severed or damaged body parts, and a certificate attested by two close relatives.

The claim form must be completely filled out. The market committee must also confirm the accident and attach a comprehensive investigation report.

The claim form must be completed and signed by the applicant, including the left or right thumb impression. If the left thumb is missing, the right thumb impression may be used. If both thumbs are missing, the fingerprint of the working hand may be used. If both hands are missing, the fingerprint of the front of the missing hand must be used. This applies to both men and women.

After scrutiny by the Secretary of the Market Committee, the entire claim form, along with their recommendation, will be sent to the Chairman or Administrator for approval and sanction of payment. As mentioned at the end of the claim form, before accepting the claim, the Chairman/Administrator will have it scrutinized by Revenue Department officials. The claim will be approved within one month wherever possible; however, in special circumstances, the Chairman/Administrator may extend this period. After approval, the Chairman/Administrator will send the claim form to the Managing Director of the Uttarakhand Agricultural Produce Marketing Board for payment. The Mandi Board will then prepare a draft of the claim amount in the name of the claimant and send it to the concerned Mandi Secretary for disbursement.
