Disbursement

The amount collected from granting use of the facility will be credited into the maintenance fund of the hall.

βœ… Eligibility Criteria

  1. The applicant must represent one of the following -

A Village Panchayat.

A group of tribals.

A Non-Governmental Organization (NGO) working for the betterment of tribals in the Village Panchayat area.

  1. The applicant must propose the project in areas inhabited by the Tribal Community.
  2. The applicant must ensure that the total cost of the project, including the cost of land, must not exceed β‚Ή50,00,000/-.
  3. The applicant must ensure that the land is free from all encumbrances.
  4. The applicant must ensure that the application is made to the Tribal Welfare Department in the prescribed form.

The scheme classifies tribal habitations into three classes for sanctioning community halls.

For every five community halls sanctioned, the first two community halls must be sanctioned in "Class A areas". "Class A areas" are the tribal areas in the village(s) situated within the Forest areas where the Forest Right Act is implemented.

For every five community halls sanctioned, the next two community halls must be sanctioned in "Class B areas". "Class B areas" are the tribal areas in the village/hamlet which has the habitation of tribal population for more than 40% of the population in that village/hamlet.

For every five community halls sanctioned, the next one community hall must be sanctioned in "Class C area". "Class C areas" are the areas in the villages inhabited by the tribal population with density less than 40% of the population of the village.

Post-Selection Conditions

The applicant must ensure that the Multipurpose Community Hall (Sanskruti Bhavan) will be used by the local population.

The applicant must agree that any land suitable for the purpose of building the infrastructure may be acquired by the Government in the public interest as per the provisions of the Land Acquisition Act.

The applicant must agree that land may also be transferred in favor of Government by Gift Deed by private persons.

Offline

Step 1: Access the Application Form and Prepare the Proposal

The applicant, which may be a Village Panchayat, a group of tribals, or a Non-Governmental Organization, must obtain the prescribed application form for Financial Assistance for Construction of Sanskruti Bhavan and finalize the proposed details, including the total estimated cost of the construction.

Step 2: Gather Supporting Documents and Certifications

The applicant must compile all necessary enclosures required to substantiate the application, including ownership documents for the land, a No Objection Certificate from the land owner (if applicable), and survey records. If the applicant is a group of tribals, they must collect the signatures of at least 100 persons belonging to the tribal community.

Step 3: Submit the Completed Application to the Department

The application, along with all required documents, must be submitted to the Tribal Welfare Department in the prescribed manner.

Step 4: Scrutiny by the Tribal Welfare Department

The Tribal Welfare Department will scrutinize the applications received to check for completeness and adherence to the stated scheme criteria.

Step 5: Obtain State Level Committee Approval

Post-Application Processes

Step 1: Preparation by the Executing Agency

Upon sanction, the Directorate of Tribal Welfare may get the construction work executed through an Executing Agency. This Executing Agency must ensure that the detailed estimate and drawing of the project are approved by the State Level Committee and that the necessary construction license is obtained.

Step 2: Release of Funds to the Executing Agency

The entire cost of the sanctioned project will be deposited with the Executing Agency only after the requirements regarding the estimate, drawing approval, and construction license are fulfilled.

Step 3: Execute Maintenance Agreement

A separate long term Maintenance Agreement must be entered into with the Executing Agency to govern the maintenance of the Sanskruti Bhavan/Multipurpose Community Hall.

Step 4: Management and Maintenance Fund Collection

The local Panchayat will manage the facility and may grant use of the hall at a rate fixed by the Government from time to time; this amount will be credited into the maintenance fund of the hall.
