Financial Assistance for Operational Costs

Wages of one resource person (Diploma in Agriculture) and one peon at the rates fixed under the Minimum Wages Act.

A fixed amount of β‚Ή25,000/- per annum for incurring expenditure on stationery, printing, etc..

Rent reimbursement for office space, subject to limits: Minimum limit of β‚Ή8,000/- per month for urban areas; Minimum limit of β‚Ή5,000/- per month for rural areas.

The aforementioned rent will be enhanced accordingly @10% on the actual rent fixed after every three years.

One-Time Financial Assistance

One-time financial assistance of β‚Ή1,00,000/- for the procurement of a Desktop Computer, Uninterruptible Power Supply, computer table, cupboard, table, and chairs, etc.

Benefit Disbursal

The amount is disbursed in two installments.

The first installment shall be 50% of the total sanctioned amount.

The balance amount is disbursed only upon submission of a utilization certificate duly verified by the Zonal Agriculture Officer.

Conditions for Continuation

For availing the benefit for the subsequent year, the farmer co-operative shall submit an annual performance report. This report must be verified, signed, and recommended by the concerned Zonal Agriculture Officer.

If the farmer co-operative fails to submit the annual performance report, the succeeding year benefit shall be kept on hold until the report is submitted.

Wages Disbursement

Wages for the resource person and peon shall be paid by the Directorate of Tribal Welfare on a monthly basis upon submission of attendance by the farmer Co-operatives.

βœ… Eligibility Criteria

The applicant must be a Tribal Farmers' Cooperative Organization.

The Cooperative must be registered under the Goa Co-operative Societies Act, 2001.

The objective of the Cooperative must be to improve productivity and/or to market the farm or forest produce.

πŸš€ Application Process

Offline

Step 1: The interested applicant should take a printout of the prescribed format of the application form. Alternatively, the interested applicant should visit the Zonal Agriculture Officer and request a hard copy of the prescribed format of the application form from the staff.

Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).

Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Zonal Agriculture Officer.

Post-Application Processes

Step 1: After verification of the application and all the documents mentioned in the scheme guidelines, the Zonal Agriculture Officer shall forward the complete application package to the Director of Tribal Welfare for final approval and sanction.

Step 2: The Director of Tribal Welfare, upon receipt of the application, shall carry out scrutiny of the application form and documents. After satisfactory scrutiny, the Director of Tribal Welfare shall sanction the proposal and the amount to be disbursed to the farmer co-operative society.

Benefit Disbursement Process

Step 1: Fifty percent of the total amount sanctioned shall be disbursed to the farmer’s co-operative society as the first installment.

Step 2: The farmer co-operative must submit a utilization certificate for the first installment to the Zonal Agriculture Officer. The Zonal Agriculture Officer shall then monitor the functioning of the Co-operative, verify, sign, and submit the Utilization Certificate to the Director of Tribal Welfare.

Step 3: After the Director of Tribal Welfare receives the verified Utilization Certificate of the first installment, the Director shall release the balance amount.

Step 4: To avail the benefit for any subsequent year, the farmer co-operative shall submit an annual performance report. This report must be verified, signed, and recommended by the concerned Zonal Agriculture Officer. If the report is not submitted, the succeeding year benefit will be kept on hold until the report is furnished by the co-operative.

Membership and Legal Status Documents

Scheduled Tribe Certificates of the Members of the Farmer Co-operative (Fifty Percent of the Members of the Farmer Co-operative Should Be of the Scheduled Tribe Community).

Registration Certificate of Farmer Co-operative.

Constitution and Registration Copy of the Farmers Co-operative, along with the Office Bearers.

The Farmer Co-operative Shall Submit the Last Two Year Audit Report (In Case the Farmer Co-operative Is Formed Within Last Two Years, Only Audit Report of Last Financial Year May Be Furnished).

Identification and Operational Documents

Krishi Card Abstract of all Members of the Farmer Co-operative.

Aadhar Card Copy of all the Members.

Bank Passbook Copy of the Farmer Co-operative.

Rent Certificates Issued by Public Works Department (Building Division), State of Goa.

Project and Compliance Documents

Brief Project Report on the Activities Which Will Be Undertaken for the Development and Growth of Agriculture, Management of Community Forest Produce or Registration of Claims of the Forest Dwelling Scheduled Tribes and Other Traditional Forest Dwellers.

Undertaking to Be Given by the Applicant That the Resources Provided Under the Scheme Will Be Used for the Farmer’s Co-operatives and for the Delivery of Services Provided by Government of Goa and Government of India to the Members of the Co-operative and Other Needy People.
