For the relevant work, a proposal is received from the concerned Gram Panchayat by the district-level unit, which is then approved or rejected at the unit level after examining it against the standards set by the Government of India. For solid and liquid waste management works, such as public dustbins, soak pits, compost pits, and garbage collection centers, the per capita rates for each village’s population are set as follows:

For solid waste management works: In villages with a population up to 5,000 – β‚Ή60 per person; in villages with a population above 5,000 – β‚Ή45 per person.

For liquid waste management works: In villages with a population up to 5,000 – β‚Ή280 per person; in villages with a population above 5,000 – β‚Ή660 per person. A minimum of β‚Ή1 lakh per village is required for these activities.

Convergence: (70% Swachh Bharat Mission and 30% 15th Finance Commission).

Plastic waste management: β‚Ή16 lakh per development block.

Biogas plant: β‚Ή50 lakh (for one model unit per district).

The budget for the biogas plant is disbursed to the Gram Panchayat selected as the implementing agency. Currently, one community or cluster biogas plant is to be constructed in each district.
